Design and Implementation of an Integrated Teacher Management System Utilizing Facial Recognition and GIS-Based Location Tracking

Abstract
Aim/Background
The study aimed to develop the Teacher Unified Management System (TUMS) to address administrative inefficiencies in public schools. The system was designed to unify biometric authentication, performance monitoring, document management, and geolocation into a single platform tailored for the needs of TLE, TVL, and EPP educators.

Methods
TUMS was developed using PHP, MySQL, Python with OpenCV for facial recognition, and the Google Maps API for location tracking. The Agile methodology guided the system’s development through iterative feedback and testing. A total of 15 participants—including teachers, administrators, and IT staff—were involved in the system evaluation, which was based on ISO 25010 software quality standards.

Results
The system achieved a 92% facial recognition accuracy and reduced login time by 59%. Document processing time improved by 58%. The PROMEDS and MPS modules enabled real-time monitoring of teacher performance and student academic scores in TLE-related subjects. The GIS feature allowed school administrators to view school locations, teacher deployment, and compliance data directly on an interactive map. TUMS scored highly in usability (4.53), efficiency (4.45), functionality (4.48), and portability (4.58).

Conclusion
TUMS proves to be an effective and scalable solution for managing teacher-related processes in public schools. By integrating multiple systems into a unified platform, it contributes a novel model to the field of educational informatics—enhancing administrative workflows, supporting data-driven decision-making, and promoting accountability and efficiency in educational institutions.
